Our Services
What does Otter International Proposals do?
Otter International Proposals is a proposal company providing RFP proposal writing services and RFP response services. We prepare written responses to Requests for Proposals on behalf of organizations. Our work includes RFP analysis, compliance assessment, proposal strategy, writing, editing, formatting, quality review, and preparation for submission.
Do you offer proposal packages?
Yes. You may engage us for a complete proposal package, from the first reading of the RFP to the final submission files, or for individual services. Each engagement is scoped after the consultation and agreed in writing before work begins.
Do you use software or templates to write proposals?
No. Every proposal is read, planned, and written by a person for one opportunity and one organization. We do not reuse content written for other clients.
Do you write RFPs?
No. We do not write or issue Requests for Proposals. We prepare proposals that respond to RFPs issued by other organizations.
Do you offer bid writing and tender writing?
Yes. Bids and tenders are other names for responses to a formal solicitation, and we prepare them with the same care as RFP responses. We do not write unsolicited sales proposals or business plans.
Can you prepare a proposal for a project outside an RFP?
Our practice is focused on responses to RFPs. If you have been asked to submit a proposal for a project through a proposal invitation, a request for quotation, or a similar solicitation, describe it in your consultation request and we will tell you whether it fits our services.
Do you work on RFPs in finance?
Yes. We prepare responses to RFP finance opportunities, such as requests for accounting, banking, audit, investment, and other financial services, as well as other sectors. The same careful requirements analysis applies to each.
Do you help before or after the proposal itself?
Yes. A bid decision review helps you decide whether to respond. After an award, a debrief review helps you learn from the evaluation, and rebid support helps when the contract is offered again.
Can you help with only part of a proposal?
Yes. You may engage us for a specific service, such as an executive summary, an editing pass on your own draft, or a quality review before submission.
Do you guarantee that a proposal will win?
No. Award decisions are made solely by the issuing organization. We do not guarantee outcomes. Our commitment is to careful, accurate, and professional preparation of your response.
Engagements
How does an engagement begin?
Every engagement begins with a Private Consultation request. If you have received an RFP invitation or proposal invitation, mention it in your inquiry, and include a link to it if one is available. We review your inquiry personally and reply to arrange a confidential conversation.
How long does a proposal take?
A complete response to a substantial RFP usually needs three to four weeks from the day we receive the full RFP package. Focused services usually take three to seven business days. Rush engagements are accepted when the scope allows.
How is the work priced?
Each engagement is quoted individually after we have read the RFP and discussed the scope with you. The scope, schedule, and fee are set out in a written engagement letter before work begins.
What is proposal defense, and can you help?
After submission, evaluators may ask clarifying questions or request an oral presentation, sometimes called a proposal defense. We prepare proposals your team can stand behind, and our quality review notes the points your team should be ready to explain.
Do you accept every engagement?
No. We accept engagements selectively, so that each client receives individual attention and every proposal receives the time it requires. If we are not able to take on an engagement, we will tell you promptly.
Documents
Do you review RFP contract terms?
We identify the contract requirements and terms stated in the RFP and make sure your response addresses them. We do not provide legal advice. RFP contract terms should be reviewed by your own counsel.
What will you need from my organization?
Typically the complete RFP package and any amendments, information about your organization and its relevant experience, and input from the people who will deliver the work. We identify exactly what is needed during the requirements assessment.
Who owns the finished proposal?
Your organization does. The final proposal and the content written for it are yours to submit, keep, and adapt for later bids. The details are confirmed in your engagement letter.
Who submits the proposal?
Your organization does. We prepare the final files for submission and work through a checklist with you, but the decision to submit, and the submission itself, remain with you.
Which file formats do you work with?
We work primarily with Word and PDF documents and deliver final files in the formats your RFP requires.
Reviews and Approvals
Who reviews the proposal before I see it?
Every complete draft goes through a separate quality review stage, held after writing is finished. The draft is checked against the RFP and the compliance matrix for responsiveness, consistency, and accurate cross-references.
How do revisions work?
When a draft is ready, it is shared with you for review. You can submit comments or request revisions describing the changes you would like. We revise the draft and share the updated version.
How is a final version approved?
Approval is a deliberate step. You confirm approval of a specific version of the document, and that approval is recorded with the version, the date and time, and the person who approved it.
Can an approved version be changed?
An approved version is never silently overwritten. If further changes are needed after approval, a new version is prepared and the earlier approved version remains in the document history.
Confidentiality
How do you handle confidential information?
Information and documents you share are used only to prepare your proposal and are accessible only to those working on your engagement. Please see our Confidentiality page for details.
Will you sign a non-disclosure agreement?
Yes. If your organization requires a non-disclosure agreement before sharing materials, mention it in your consultation request and we will complete it before any confidential documents are exchanged.
Will you identify my organization as a client?
No. We do not publish or disclose client names, engagements, or materials without your written permission.
Private Client Portal
What is the private client portal?
A secure, private workspace for clients, designed for document exchange, proposal status updates, review and approval of drafts, revision requests, and project messaging.
How do I obtain access?
Access is by invitation only. There is no public registration. Invitations are issued directly by Otter International Proposals to authorized individuals once an engagement begins.
Can several people from my organization have access?
Access is granted to the individuals your organization authorizes for the engagement, and each person can see only the projects and documents they are authorized to view.
